Is a Vos Collective Department of the government. Vos Genetic Combine is responsible for breeding both their lower class as well as create organic immortal shells used by Immortals. The department has perfected many genetic arts and is capable of making almost magical changes to a persons genes, including genetically modifying an individual to have an extremely long natural life, about 13 times greater than the typical human life expectancy. Combined with Vos medical technologies an individual could live indefinitely, even after dying, in a Tech Level 5 sense, from a wound.
